I actually found out that I had the wrong server files.
Once I grabbed the right server files from the releases and took the zip, put them in a new directory, and moved over all my files from the Steam installation of main and zone, everything worked exactly as expected.
I guess the files I originally grabbed from Github were not what I needed.
Or I deleted something on accident.
