15 second server start delay

Hi guys!
Lately, my server has started to launch with a 15-second delay.
I haven’t changed the server settings.
I noticed when the site https://cod4master.ovh/ stopped working, the server startup time increased by 15 seconds.
Maybe this is the reason? Thanks for any answer

It has something to do with the masterserver being down. Even now steam players are no longer automatically downloading patches from cod4x.

Well, this has a number of issues.
Do you set sv_masterservers in your config somewhere?
The domain is not correct.
