Do you have a file called banlist_v2.dat in the root of your server folder?
if you do add the line:
\netadr\181.61.206.122\create\1665612531\exp\-1\rsn\No Hacks \nick\LowLifeScumbag\asteamid\0\playerid\2310346614794519525\
If you don’t then follow this:
How to create: Make sure banlist.dat is in cod4 root directory, if not create a file called banlist.dat.
Put into your server.cfg file the line: loadplugin simplebanlist → It will create a file called banlist_v2.dat

After each change I restarted the server. but i don’t create that file
dont use set…
remove set
I have it right at the bottom of the server config file, don’t know if that makes a difference
solo me genera ese archivo, ahora lo puse al final y voy a reiniciar el servidor
just tested it out and it creates the plugin file but not the banlist_v2.dat file
Create a file called banlist_v2.dat and copy and paste that line above into it.

that is the date and time in unix format, not important really. It is meant to be the correct date and time but for your situation I would not worry about it

To test if it work then replace as you said your IP and GUID

mira, realice todas estas pruebas.
puse mi IP y mi player ID. pero me dejo entrar y jugar
pense que como soy super admin eso no me afecta
asi que puse la ip y el player ID de un amigo que ya esta jugando.
y el servidor no lo expulsa.
no se si asi funciona el plugin.
volvi a llamar por consola el plugin y no pasa nada, pensando que lo expulsaria
y la ultima prueba que realice fue de copiar lo mismo en el archivo banlist.dat
y el usuario sigue jugando.
oh sera que el servidor no lo dejara entrar cuando el salga y quiera volver a entrar

That tells me it is loaded and working
Is one of them lines your ban as 2 lines parsed tells me there are two seperate entries in the banlist_v2.dat file
If so try joining again

That is your steam id not your guid
look for the one starting 2310
never tried it but you could test it this way:

But it will work if you find the correct guid or playerid as it is called here
by the way unloading the simplebanlist then loading it again save you from restarting the server
