How to enable fast reload in promod

Hi i have the latest promod version, but i see many servers have their snipers reloading as to have the sleight of hand perk. How do i give this perk or make all the snipers on my server reload quickly?

Add this in onPlayerSpawn()

self setperk( "specialty_fastreload" );
